In the context where improving public services requires the development of institutional capacity and assuming that the patronage-client system cannot be eliminated overnight, the realistic short-term solution is to capitalize on the already existing, but uncollected, fiscal potential. Digital becomes a key tool in this process, playing an essential role in facilitating the relationship between the state and the fiscal authority and in consolidating processes, from reducing evasion to increasing efficiency, by rebuilding trust and transparency in the "fiscal contract" of our society.

This Edge Institute report analyzes in detail how four types of technologies (robotization, programming, algorithmic learning and AI generation) influence the future of jobs in Romania. And the conclusions are clear: 70.65% of the Romanian labor market has a high degree of exposure to at least one type of automation. Moreover, 49.11% of jobs have a high degree of exposure to three or even four technological processes. To address these issues, concrete public policy solutions are proposed that Romania can adopt in the context of the accelerating impact of artificial intelligence on the labor market.

Despite more than three decades of initiatives dedicated to the digitalization of public administration, Romania continues to face fragmented digital governance and insufficient strategic consolidation. This analysis traces the evolution of the institutional architecture of digitalization at the governmental level, with a focus on the successive transformations of coordination structures in this field. Fragmentation is also visible at the sectoral level, with the digitalization of healthcare being an emblematic example: multiple structures coexist without a clear chain of command. International practices from Estonia, France, and the United Kingdom illustrate that digital governance, although it must be adapted to each country’s specific context, shares a common denominator: the need for a strong coordinating structure.
