Romania has a solid IT industry, 8% of the economy’s added value, but the growth model based on outsourcing and cheap execution has reached its limits. With the same talent pool as the Czech Republic, we produce 19% less ICT output, and in testing, partnerships and R&D we record the worst scores in the region. The transition to innovation and our own product is possible and documented. We analyzed the report and asked ourselves: what is holding us back and what can propel us?

In this article, we discuss the Digital Governance Framework for Romania report, commissioned by the Edge Institute and produced by Digital Nation, a group of experts and leaders of digital transformation efforts in Estonia. Through this report, we aimed to answer the following questions: what is the main strategic problem in Romania’s digital governance, what would a feasible governance model at the central level look like, with roles, mandates and coordination mechanisms that can be realistically implemented in the next two years, how should political and strategic leadership be reconfigured within the new model, and what reforms are needed to accelerate digital transformation.
